Japan along with many other countries, incorporated education for Sustainable Development(ESD) as part of mainstream education depending on the Decade of Education for Sustainable Development (DESD, 2005~2014). However, ESD is not sufficiently popular in school education. One cause, there is a problem consciousness that there is insufficient education on ESD at the teacher training stage, which is the motivation for conducting this research. Citizenship education has been conducted in the public education since 2002 in the England. Citizenship education in the England is active citizenship, which raised the political participation rate of young people.
